DOWNTOWN DEVELOPMENT DISTRICT - Proposed amendments to Appendix A
On Thursday, October 16, 2025, the Planning Commission will hold a public hearing for an update to the Downtown Development District code (Appendix A of the Unified Development Code). Public comments received by noon on Friday, October 10, will be provided to the Planning Commission. Comments may be left here or at the following website: https://mapformobile.org/udc/
The proposed amendments to Appendix A reorganize the format, layout and sequence of the Downtown Development District regulations for clarity, process and ease of use. Changes for clarity include explaining the steps and order of the development review process, eliminating ambiguity about signage and revising the parking lot perimeter screening requirements. Changes for process include the elimination of the Consolidated Review Committee and its associated separate review process, replacing it with a staff-level review. Changes regarding the ease of use include the provision of more illustrations and the consolidation of information from paragraphs throughout the document into tables. Conflicts with the Building Code regarding transparency requirements have been eliminated.
